Chandigarh , September 2 – The Haryana Government has fixed a strict time limit for the Revenue Officers to deal with the cases of admission-expulsion (transition/mutation). With an aim to reduce the pendency of cases and bring more accountability in the admission-expulsion process, it will now be mandatory for Patwaris to clear the cases within 5 days and Kanungo and Circle Revenue Officers ( CROs ) within 3 days each.
This decision was taken in a review meeting chaired by Financial Commissioner (Finance and Disaster Management Department) Dr. Sumita Mishra. The meeting was called to review the auto-mutation system , mutation and deposit formats , digital crop survey and citizen communication services.
It was decided in the meeting that the stipulated time frame will be incorporated in the Standard Operating Procedure ( SOP) , which will enable time-bound disposal of admissions and dismissals across the state. A dedicated ‘ Monitoring Cell ‘ will also be constituted for regular monitoring of the process of auto-mutation , pending cases , resolution of technical problems and problems arising at the ground level.
Dr. Mishra informed that due to tireless efforts, more than 5 lakh mutation cases have been successfully resolved , which has led to a significant reduction in pending mutation cases across the state. Discussing about 40,000 old (legacy) mutation cases still pending for migration from Web-HALRIS , Dr. Mishra directed that the test check of the auto-mutation system be completed within 2 days. Subject to satisfactory verification , all the pending old cases be migrated to the new system within 10 days and the pending records and data be reviewed and cleared on priority basis .
He said that the Auto-Mutation System inaugurated by Chief Minister Shri Naib Singh Saini on June 23 , 2026 has brought about a major change in this process by directly linking property registration with mutation services. Under this system , mutation starts automatically as soon as the property is registered , which has eliminated the need for separate applications and repeated visits to Tehsil offices. Citizens can track their mutation status online in ‘real time’ and can access, download and print mutation records from anywhere , anytime . This technology-based , paperless system is ensuring timely updation of land records , as well as enhancing efficiency , transparency and accountability in revenue administration , enabling faster delivery of services and benefits to farmers , landowners and other stakeholders .
The department is also simplifying mutation documents for citizens and ground level staff. The revised mutation print format will be prepared in Hindi , in which all column headings will appear in simple language , Na Khewat number will be added in column 7 and consideration amount will be entered wherever applicable.
Under the citizen-centric initiative , applicants will now receive WhatsApp notifications at every stage of the mutation process , while the department’s chatbot ” Bhumitra ” is being renamed as “ HRY -Bhumi Tara ” .
The format of the deposit is also being changed to include ‘ Hadabast ‘ number , ULPIN, land survey number and address of the landowner. Apart from this , Dr. Mishra has directed the Haryana Space Application Centre ( HARSAC) to provide the data of digital crop survey by September 7 so that its irregularities can be analyzed with the ‘ Meri Fasal Mera Biura ‘ (MFMB) data.
