Seva Sankalp Abhiyan will run from September 17 to October 17, public service programs will be organized across the district: DC

Karnal, September 9.   Deputy Commissioner Dr. Anand Kumar Sharma said that to commemorate Prime Minister Narendra Modi’s 25 years of public life and public service, the Haryana government will launch the “Janseva Sankalp Abhiyan” (Public Service Sankalp Abhiyan) in the state from September 17th to October 17th. The campaign aims to disseminate the government’s public welfare schemes, development works, and achievements to the public and ensure active participation of citizens. Under this campaign, 14 different modules/programs will be organized in various phases starting September 17th, in coordination with various related departments.

  Deputy Commissioner Dr. Anand Kumar Sharma gave this information while presiding over a meeting on the Seva Sankalp Abhiyan held in the auditorium of the Mini Secretariat on Wednesday. He said that as per the Haryana government’s instructions, to make the Seva Sankalp Abhiyan effective and successful in the district, officials of all departments should prepare comprehensively for the activities and programs related to their respective departments as per the modules and ensure maximum public participation. District ADC Dr. Rahul Raiya has been appointed as the overall in-charge of this campaign. He will coordinate with all relevant departments and officials to ensure the successful implementation of all modules of the campaign. To ensure effective and timely implementation of the programs, he will hold regular meetings with relevant officials and receive progress reports from the departments. He clarified that officers of all nodal departments will bear the expenses of activities/programs organized under the campaign through their respective departments, as per the modules. He clarified that a coffee table book for the district will be prepared, for which officers of all departments should ensure to send HD quality photos and videos of activities/programs related to their departments to the ADC and DPRO. Under the

 ” Aashirwad Ka Diya” campaign, SDMs should ensure lighting of lamps at every booth on the evening of September 17th: DC  . He stated that, as per Module 1, “Aashirwad Ka Diya,” all Sub-Divisional Officers (SDOs) should ensure that this program is organized at the booth level in their respective jurisdictions, as per the government’s directives, and that beneficiaries of various public welfare schemes are included in these programs. He further stated that during this program, to be held on the evening of September 17th, it is also important to ensure that lamp lighting is organized at every booth.  Speech and painting competitions based on the theme of a developed India will be held from September 17th to October 7th  . According to Module 2, “India of the dreams of 25 crore Seva Mitras,” the Education Department will ensure that speech and painting competitions based on the theme of a developed India are organized in all government and private schools in the district from September 17th to October 7th. Photo-video and reports of school-level programs should be prepared and sent periodically to the Additional Deputy Commissioner, Karnal, and the District Information and Public Relations Officer, Karnal.

Through street plays and musical programs, artists will raise awareness about the government’s public welfare schemes and the changes brought about across the country by the central government’s schemes.
 Under Module 3, “Namo Seva Smriti,” the District Information and Public Relations Officer will select suitable public locations in rural and urban areas of the district and ensure that the public is made aware of the government’s public welfare schemes and the changes brought about across the country by the central government’s schemes through street plays and musical programs. In addition, street plays and musical programs will be presented in government schools, colleges, panchayats, and community centers in the district. These programs and the government’s public welfare schemes will be widely publicized among the public through daily print and social media. The Women and Child Development Department and the Health Department will be the nodal agencies for

” Angan Ka Utsav.”  He informed that Module 4, “Angan Ka Utsav,” will be celebrated by the Women and Child Development Department. The District Program Officer of the department will ensure that a three-day program based on government schemes for the development and empowerment of women and children is organized at each Anganwadi center in the district. Maximum participation of women should be ensured in these programs. Under this module, the Civil Surgeon, Karnal, will also organize programs at each Anganwadi center under the Health Department’s Mission Poshan 2.0, Nutrition Tracker, Mission Indradhanush, and Immunization programs. The presence of ASHA workers should also be ensured in these programs.  Stories of people benefiting from government schemes will be promoted  . He informed that, as per Module 5, “Story of Change,” the District Information and Public Relations Officer, in coordination with all relevant departments, will select and report on authentic success stories of people benefiting from government schemes. They will also ensure the preparation of videos of the beneficiaries as part of the report. In coordination with local public representatives, 2- to 5-minute videos/reels will be created and uploaded on social media/reporting channels.  Visit of social media influencers, YouTubers, digital content creators at the sites of transformational projects  He informed that Excise and Taxation has been made the nodal department for Module-6 ‘Vikasit Bharat Sankalp Yatra’. The officers of the department will ensure to identify at least one transformational project of the district as per the guidance of Additional Deputy Commissioner Karnal and prepare a factual project report/photo-video on it. They will ensure to arrange a visit of social media influencers, YouTubers, digital content creators at the site of the selected transformational project.   Seva Jyoti Yatra will be taken out in every village through Gram Panchayats in special vehicles.

 He informed that the Chief Executive Officer and the District Development Officer (DDPO) of the Zila Parishad (Zila Parishad) have been appointed as nodal officers for Module 7, “Seva Jyoti Yatra.” These two officers, in coordination with each other, will organize a Seva Jyoti Yatra in a special vehicle through the Gram Panchayats in every village of the district. During the Yatra, this special vehicle should have a large LED screen with a proper sound system. Ensure that photos and videos are sent to the ADC and DPRO.

Municipal Corporation and Panchayat Departments will conduct a Swachhta Pakhwada.
He informed that, as per Module 9, “Service is my contribution,” the Municipal Corporation Commissioner, all Municipal Secretaries, and the District Council CEO and DDPO will ensure the Swachhta Pakhwada is organized in their respective jurisdictions. Maximum public participation should be ensured during this fortnight. As part of this campaign, tree plantation, drug de-addiction programs, and Panchayat meetings will also be organized in Gram Panchayats.

Service camps based on the slogan “Sarkar Aapke Dwar” will be organized

 . For Module 10, “Seva Setu Abhiyan,” all SDMs will organize service camps based on the slogan “Sarkar Aapke Dwar” at the Assembly/Block level in their respective jurisdictions. These camps should provide information to the public about various central and state schemes, and ensure all necessary arrangements are made to ensure timely access to related services and applications on the spot. These service camps should be promoted through print, social media, and electronic media. Departments like Seva Crid, Agriculture, ULBs, Animal Husbandry, Panchayat Departments, etc. should be included in these camps.

Rangolis will be created using natural materials to showcase the “Developed India Vision 2047.”
 He informed that under Module 11, “Rangoli Seva Rang,” the District Education Officer and the District Program Officers of the Women and Child Development Department should create rangolis depicting the “Developed India Vision 2047” using natural materials on the scheduled date. This will include human rangolis and the creation of large-scale Bharat Mandals in the city. Ensure maximum participation of schools, women, self-help groups, and Mera Yuva Bharat volunteers in this rangoli program. The DIPR should promote the event through all media platforms.

Startups, professionals, MSMEs and grass root innovators will be identified in the ‘National Hackathon Challenge’

He informed that Industries and Commerce has been made the nodal department for Module-12 ‘National Hackathon Challenge’ which will ensure the identification and participation of startups, professionals, MSMEs and grass root innovators of the district. Providing necessary guidance to eligible participants regarding online applications/demos etc. and reporting to the state level nodal department.

Conference of public representatives of Panchayati Raj Institutions
The nodal department for Module 13, “Jan Sevak Mahakumbh – Panchayat Se Samvad,” will be the Development and Panchayat Department. Department officials will organize a conference for public representatives from Panchayati Raj Institutions (PRIs) under the program, titled “Jan Sevak Mahakumbh.” They will ensure the participation of PRIs in this conference and ensure the completion of necessary travel and arrangements.

The Deputy Commissioner directed officials that all relevant departments will designate the necessary district/field nodal officers and provide their names and mobile numbers to the District Administration/Overall Incharge. All officials will coordinate throughout the program’s preparation and execution, strictly adhering to the established timelines. Photos, videos, participant numbers, key achievements, and other necessary details of each activity will be preserved and provided to the District Administration. The DPROs will assist in coordinating the necessary media/social media publicity, photography/videography, and digital content for all modules, and will work in accordance with the key directives issued by the Haryana Government and further instructions received from time to time.
