Chandigarh ,  – The Industries and Commerce Department of the Government of Haryana today launched “ Startup Haryana Seva Sankalp – From Idea to Expansion ” . This is a three-month state-wide entrepreneurship program , which aims to identify , nurture and promote entrepreneurial talents in all 23 districts of Haryana.

This program was inaugurated by Haryana Chief Minister Shri Naib Singh Saini at Kurukshetra University.

The program is part of the broader Seva Sankalp campaign , dedicated to Prime Minister Narendra Modi’s 25 years of public service. Drawing inspiration from these 25 years of service to the nation, the startup Haryana Seva Sankalp carries forward the same spirit of putting citizens first. It inspires young innovators and entrepreneurs from Haryana to create solutions that improve people’s lives , make government services more effective and extend the benefits of development to the last person in the queue of society .

In this program, Commissioner and Secretary of the Department of Industries and Commerce, Government of Haryana, Mr. Amit Kumar Agarwal (IAS) , Director General Dr. Yash Garg (IAS), besides many senior officials of the state government and eminent representatives of industry , startups , education world , incubators , investment world and entrepreneurs were also present.

Designed as an integrated journey of “ Idea to Investor ” , this program aims to ignite grassroots entrepreneurship. Under it , a statewide pipeline will be created that will discover brilliant ideas , develop entrepreneurial skills and connect startups and aspiring entrepreneurs with mentorship , grants , investors , state government support and the wider ecosystem of startups in Haryana.

The three-month program will cover all 23 districts of Haryana. It aims to connect over 3 lakh aspiring entrepreneurs and startups, produce 50 high potential finalists and felicitate and award the top 10 .

A key objective of this initiative is to take entrepreneurship beyond established startup hubs like Gurugram and Faridabad and strengthen the startup movement in South , West and other parts of Haryana. Through district- level awareness , well-planned capacity building and access to mentors and investors, the program seeks to create a more inclusive and geographically balanced entrepreneurship ecosystem in the state .

The programme is based on three main pillars – Discover and Connect ; Build , Guide and Accelerate ; and Demonstrate , Connect and Honor. These will be implemented through a six-stage entrepreneurship journey: – Statewide Initiation and Promotion , District Ideathon , Masterclass , Mentorship and Tiering , Divisional Level Semi-Finals and Grand Finale.

After the statewide launch, one-day district ideathons will be organized in all 23 districts . In these, aspiring entrepreneurs and startups will get an opportunity to present their ideas in a 60- second pitch. Around 3,450 participants are expected to participate in these district-level ideathons .

Around 1,150 of these participants will progress to a seven-module masterclass programme covering key aspects of the entrepreneurial journey , from founder clarity to financial management , and will culminate in a mock pitch.

After this, around 350 teams will get one-to-one mentorship and will be divided into two tracks based on their stage and need. These teams will compete in pitchathons across four mandals of Haryana , out of which the top 50 finalists will advance. The entire process is designed in such a way that participants go through awareness , idea generation , capacity development , mentorship and competition before finally getting access to funding and ecosystem.

Because growth-stage startups and early-stage grassroots innovators require different types of support , the program will culminate in two separate tracks , each with 25 finalists. Track 1 will feature registered growth-stage startups that are on the investor path , while Track 2 will feature aspiring entrepreneurs , students, and grassroots innovators that are on the grant path .

Under the award structure, the top five startups in Track 1 will receive awards of ₹ 15 lakh , ₹ 12 lakh , ₹ 10 lakh , ₹ 7.5 lakh and ₹ 5 lakh respectively. The top five aspiring entrepreneurs in Track 2 will be given awards of ₹ 5 lakh , ₹ 4 lakh , ₹ 3 lakh , ₹ 2 lakh and ₹ 1 lakh respectively.

The program also provides direct consideration for state startup seed grants , as well as cloud credit , incubation support and industry connect. All 50 finalists will be awarded certificates and mementos , while selected startups will get an opportunity to give their presentations before the Chief Minister.

During the inauguration program, Chief Minister Shri Naib Singh Saini handed over Letters of Intent (LOI) to J.C. Bose University and Startup Accelerator Chamber of Commerce for setting up two new incubators in the state. These incubators will be set up in Faridabad and Panchkula respectively. LOI was also signed with two ecosystem partners , Zoho Corporation Private Limited and Paytm Payments, to further strengthen the startup and innovation ecosystem of the state .

On this occasion, Chief Minister Shri Naib Singh Saini also distributed cheques to 11 startups that received seed funding under the Haryana State Startup Policy , 2022. This reflects the state government’s commitment to provide financial and ecosystem support to bright startups and entrepreneurs.

This initiative is not just a competition , but a continuous progression in the startup Haryana ecosystem , enabling bright entrepreneurs to access government support , grants , incubation , investor exposure and long-term growth opportunities. Through this program, the state aims to ensure that the identification and support of entrepreneurial potential goes beyond geography , and ideas emerging from Haryana’s universities , colleges , towns and districts are given a reliable path to grow and scale.

With the motto “ Your District. Your Idea. Your Platform. ” , Startup Haryana Seva Sankalp – From Idea to Expansion aims to bring forward the youth , innovators , startups and aspiring entrepreneurs of Haryana and provide a convenient path to transform ideas into big ventures , as well as further strengthen the state’s innovation and entrepreneurship ecosystem.
